Tokyu Corporation has been working to overcome these challenges facing the area while also aiming to generate new businesses and attract entertainment, and has set a vision of "Entertainment City SHIBUYA" as it promotes the redevelopment of the area around Shibuya Station, which is said to be a once-in-a-century event.

The first phase of redevelopment was largely completed by 2019, and a wide variety of high-grade offices have been built alongside large commercial facilities in the reborn Shibuya. Shibuya Station, which is served by nine lines from four companies, is one of Japan's leading terminals. Its convenient location for commuting also works to the advantage of recruiting. Even among the many businesses in Tokyo, Shibuya Ward has a high start-up rate of 12.7%, far exceeding the national average of 6.4% for cities, wards, towns, and villages with more than 5,000 business establishments, making it a city with a high level of entrepreneurial activity. Shibuya Ward, in particular, along with Minato Ward, is home to many start-up companies that will lead the industries of the future. At the same time, there is an increase in initiatives and organizations that support new businesses, such as accelerators and venture capital, and further concentration is expected.
