Roads used to be places for activities, not just transportation. Now, efforts are underway all over the world to move from car-centered to people-centered "walkable cities." Following the positive reception at the Sarugaku Festival Symposium last fall, this seminar series was launched with the aim of realizing the "ideal street." The third session will feature Ken Hasebe, Mayor of Shibuya Ward, and Ryosuke Higashiura, Managing Executive Officer of Tokyu Corporation.
As the once-in-a-century renovation of Shibuya drastically changes its appearance, public-private partnership urban development projects are underway in various parts of Shibuya Ward, and efforts are being made to create a "walkable city" by utilizing a variety of local resources, such as cultural facilities, public open spaces, and greenery in parks. What kind of projects are currently underway in Shibuya Ward, and under what vision? How is "walkability" conceived and being realized? The mayor of Shibuya Ward, who is at the forefront of the project, and the initiator of the redevelopment talk together.

Ken Hasebe
Born in Jingumae, Shibuya Ward in 1972. Mayor of Shibuya Ward. After leaving Hakuhodo Inc., he founded the NPO Green Bird, which deals with littering issues. He has carried out promotional activities against littering in over 60 locations nationwide, starting with Harajuku and Omotesando. He was first elected to the Shibuya Ward Assembly in 2003, and served for three terms and 12 years. In 2015, he ran as an independent for the Shibuya Ward Mayor election and was elected. He is currently in his third term.
Ryosuke Toura
Managing Executive Officer of Tokyu Corporation. Joined Tokyu Corporation (now Tokyu Corporation) in 1985. After a year of training as a station attendant at Jiyugaoka Station and a conductor on the Oimachi Line, he was assigned to the urban development department, where he was mainly in charge of new business ventures. After serving as the head of the Shibuya Development Business Division, he is currently the deputy head of the urban development headquarters. His books include "Private Railways 3.0" and "Tokyu Centennial."
