The Japan GR Summit is an annual event to achieve the goals of the Japan GR Association, Inc., the organizing body of the summit: to spread awareness of the need for GR, to learn about GR cases, and to connect GR players with each other.
The Japan GR Association defines GR (Government Relations) as "a method of building relationships with political and administrative authorities to solve social issues," and sets its areas of operation as "Rule Change (system reform)," "Deal Making (acquiring projects)," and "Appeal to Public (raising public opinion)." This summit is held every year to reaffirm these three points.
In addition, the Japan GR Association's policy for 2025 is to create a society in which the younger generation feels they want to participate in creating rules and projects, and we are planning sessions with this in mind.

Advocacy that moves society: A new approach to policy formation
In the past, rule changes were made to protect the interests of individual companies or industries by buying tickets to political fundraising parties, inviting politicians as advisors to industry associations, and submitting lists during elections. However, rule changes to create new markets are proceeding in a different way. In areas such as mobility, finance, healthcare, and tourism, specific system reforms have been realized using a variety of methods. We would like to ask those who can talk about the actual history of these changes to propose new models for rule change.

The Challenges and Prospects of the Award Winners - The Future Paved by Public-Private Partnerships -
Since 2021, we have been soliciting, collecting, and awarding public-private collaboration cases that are best practices for solving regional issues from across the country. The aim is to help promote the solving of regional issues by creating opportunities to learn the essence of these cases and then share them with the rest of the country. This year, we added an evaluation criterion of "challenge level" in particular and called for submissions from a wide range of public organizations. The selected organizations will be speaking at the event to discuss the future of public-private collaboration.

Solving social issues through public-private collaboration! Towards establishing a methodology
There are many government-led public-private partnership schemes, such as the Regional Revitalization SDGs Public-Private Partnership Platform, the Corporate Hometown Tax Donation, and PPP/PFI. However, there is also an increasing number of local governments and players who mediate public-private partnerships independently without relying on these schemes. However, the reality is that such methodologies are rarely disclosed and tend to belong to organizations or individuals. In this session, we will invite top players to take the stage and demonstrate their techniques, including realistic public-private interactions.

■Session C (Appeal to the Public):
Thinking about the Shape of Society with Generation Z: Creating Public Opinion that Generates Empathy and Discussion
Until now, old media such as television and newspapers held the monopoly on shaping public opinion. However, with the advent of video sites and social media, the methodology has changed dramatically. Furthermore, characteristics such as "echo chambers" and "filter bubbles" not only shape public opinion, but also have a major impact on actual voting behavior. Although it is a tool that can create division, if used properly, it can also create strong public opinion for venture companies and NPOs. In this session, speakers, mainly from Gen Z, will discuss examples and methodologies.
