■ Purpose of the event
Recruiting participating businesses!
Let's transform Wakayama's regional challenges into "co-creation businesses" through collaboration between local governments and private companies!
The "Wakayama Prefecture Public-Private Collaboration Local Government Pitch" is a platform for serious presentations by local government officials and enthusiastic exchanges with businesses interested in getting involved.
Wakayama Prefecture is experiencing population decline and an aging society ahead of the rest of the country, and local governments are being called upon to address the challenges that are arising one after another as a result of these changes. On the other hand, with limited financial resources and staff, it is currently difficult for local governments to tackle all of these issues on their own.
Amidst this, the concept of "local zebra companies" is attracting attention across Japan. These are companies that leverage the power of business to address local issues, and there is a growing movement for local governments and companies to collaborate beyond regional boundaries.
In response to these developments, Wakayama Prefecture launched the "Local Zebra Business Creation Project." One of its initiatives is the "UNLOCK Kii PROJECT."
This project promotes public-private partnerships, where local governments and companies work together to solve problems, not just through a contract-to-order relationship.
The local governments in Wakayama Prefecture participating in the project have been working to identify challenges, overcome hurdles in public-private partnerships, and develop strategies to be selected by businesses through a series of lectures, outreach programs, and individual mentoring.
The representatives of this matching event are local governments that have thoroughly analyzed challenges through various initiatives and refined them into truly necessary measures.

Kinokawa City (Tokyo Office)
Transforming local challenges in Kinokawa City into business opportunities.
~Seeking co-creation partners to shape the future of Kinokawa~
We actively solicit proposals from private businesses and other organizations based on their specialized knowledge, technology, and ideas across all policy areas in which the city is involved, with the aim of solving local issues, revitalizing the region, and improving citizen services. We accept both proposals based on the proposer's free ideas (open theme type) and proposals aligned with local issues, administrative issues, or themes predetermined by the city (themed type).
Shirahama Town (Tokyo Office)
We need your support for business creation and human resource development that will lead to attracting companies!
Shirahama Town is focusing on attracting IT companies, but currently, a lack of businesses and personnel within the town makes it difficult to attract them. In this situation, we are exploring ways to create an environment that will lead to attracting companies, such as fostering local business creation and human resource development. We are seeking proposals and support that will enable the region to become self-sustaining, not only from companies that want to do business in the region, but also from those who want to create sustainable business opportunities and develop human resources with local businesses.
Tanabe City (Information Policy Division)
A fully on-premise environment: Taking on administrative DX with local AI
Administrative bodies often struggle to access necessary historical documents, and confidential documents cannot be used with cloud-based AI. We aim to solve these "delays in knowledge creation" and "security barriers" in government administration with a closed-network local AI + RAG system, creating an environment where necessary knowledge can be accessed. We are seeking co-creation partners who can support us from a small-scale start to a full-scale deployment across the entire government.
Wakayama City (City Promotion Division)
Let's create a "story of reversal" that begins in a port town!
The Saikazaki-Tano district, a port town adjacent to Wakayama City, retains its fishing culture and unique townscape with houses clustered on steep slopes. However, it also faces challenges such as abandoned inns, an aging population, and population decline. To connect the landscape, lifestyle, industry, and culture that thrive in the region to the future, we are seeking "casts"—challengers from both within and outside the region—to re-evaluate the value of local resources and create a story of the town's revival!
Wakayama City (Researcher, New Business Creation Project)
A community revitalization and regional economic activation project using "local currency".
~The first step that will shape the future. Towards a city where bonds and money circulate~
We want to overcome the shortage of people to carry out community activities and the stagnation of the local economy with a "local currency"! Let's integrate the disparate policies of the past and create a new "mutual assistance" system that circulates the goodwill of citizens and local consumption through points. Our goal is a sustainable town where everyone is an active participant. We are waiting for passionate business owners who share our vision and want to forge the same future to take on the challenge!
Wakayama City (Researcher, New Business Creation Project)
Creating a third place at night: A nighttime walkable economy.
"This feels great." Lights and the aroma of food fill the parks and sidewalks, creating a pleasant atmosphere and opportunities for new encounters—a third place for adults to enjoy the night with all five senses, in Wakayama. We will cultivate a nighttime city that connects space, food, and culture, generating a flow of people and consumption. New value and business possibilities in nighttime public spaces. Won't you join us in enjoying "Sensual City Wakayama" to the fullest?
