We will be holding a "Mixed Municipal Pitch in The Place Shibuya" event, where local governments that promote public procurement and support pilot projects will conduct reverse pitches for startups, with the aim of increasing the options available for startups to grow.
Various local governments will participate in this event and engage in beneficial exchanges with startup companies.

We welcome the participation of not only startups offering 2G services, but also companies aiming to expand into regional areas by working effectively with local governments.
In the second half of the event, there will also be a pitch session by startup companies providing services for local governments.
This is a must-see event packed with the know-how needed for collaboration with local governments!

Utsunomiya City
Takeshi Akahane, Co-Creation Promotion Office, Policy Discussion Office, General Policy Department, Utsunomiya City
Born in Utsunomiya City in 1979. After graduating from university, he joined Utsunomiya City Hall. After working in various administrative departments such as the Health and Welfare Department, Finance Department, Board of Education, Construction Department, and Urban Development Department, he joined the General Policy Department and Policy Council Office in 2023. He took up his current position this year. Up until now, he has been in charge of planning and drafting important policies, including the basic plans for each administrative department, promoting key projects included in the plans, and coordinating various policies. He is currently focusing on the overall coordination of the city's co-creation projects in order to further promote "co-creation urban development."

Since last year, the Utsunomiya City Co-Creation Promotion Office has been accelerating its support for startups, including by operating the Miya Co-Creation Lab, which accompanies and financially supports startups and others in their demonstration and implementation efforts.

Kobe City
Mr. Taku Takeda, Director of the Tokyo Office of the City of Kobe
Graduated from the Faculty of Economics at Doshisha University in 1998. After working for an electronics equipment company, he joined Kobe City Government, where he was involved in the launch of the Kobe Eye Center, the integration of hospitals, and the special assignment of the "Tsunagu Department," a department dedicated to solving problems.
He has been the head of the New Industry Division of the Medical and New Industry Headquarters since 2020. He is working to create and attract startups through the POC project "Urban Innovation KOBE", the launch of a fund, and the invitation of Microsoft.
He will assume his current position in 2024. He is responsible for connecting people, goods, and money between Kobe and Tokyo.

Since 2016, we have been the first in Japan to implement various startup support measures, such as Acceleration, POC, and overseas support. Selected as a global base city by the Cabinet Office, we can provide contact points with universities, financial institutions, local companies, and supporters that form the Kobe ecosystem. Sakai City
Mr. Takashi Haneda, Director of Sakai City Tokyo Office
Born in Hyogo Prefecture in 1971. After graduating from university, he joined Sakai City Hall. Despite having no qualifications or experience, he was somehow assigned to a daycare center for disabled children.
However, as he witnesses the daily growth of children at the daycare center, he discovers the joy of government work.
From then on, I worked mostly in the child-rearing support department, formulating comprehensive child-rearing plans, setting up children's cafeterias, and working on measures to eliminate the waiting list for child care.
In 2023, I was transferred to the Tokyo office by chance, and I am currently working hard to promote the city in the metropolitan area and to find companies that will help resolve local issues in the city.

Sakai City is known as "Sakai, where everything begins," and has cultivated an environment in which the city boldly takes on new challenges and creates innovation. The city is currently aiming to become "an innovative city that creates the future," and has positioned the Nakamozu area as "an area where universities, industrial support organizations, start-up companies, and others are concentrated, creating opportunities for business and academic exchange," promoting efforts to create innovation.

Toyohashi City
Mr. Hiroaki Kuwahara, Chief of the Metropolitan Area, Industrial Department, Regional Innovation Promotion Office, Toyohashi City, Aichi Prefecture
📍I joined Toyohashi City Hall in 2005 and have been here for 20 years now. For the last 16 years, I have been involved in industrial promotion, including revitalizing the city center, attracting businesses, and promoting industry-academia-government collaboration.
📍From April 2024, based in Tokyo, he is working hard to create a new network connecting the metropolitan area with local areas. His mission is "co-creation" that transcends the boundaries of government, private sector, and municipalities.
📍We fully support people who can empathize, who take on challenges, and who have "love."
📍In addition to serving as an ambassador for Roadside Station Toyohashi, which is visited by 2 million people a year, he also works as a fireworks maker for the traditional hand-held fireworks that are said to have originated in Toyohashi.

Mr. Musashi Matsushima, Chief, Hamamatsu Metropolitan Area Business Information Center, Startup Promotion Division, Industry Department, Hamamatsu City
Joined Hamamatsu City Hall in 2016. After working in transport policy, the Ministry of Land, Infrastructure, Transport and Tourism's Japan Tourism Agency, tourism and planning, he has been in his current position since April 2025. In the past, he has been involved in projects such as supporting third-sector railways, promoting inbound tourism from Asia, regional development using historical dramas, and regional revitalization. He is currently working daily to attract companies from the Tokyo metropolitan area to Hamamatsu City.
