End of July 2026.
The Asuka-Fujiwara Palace Site, spanning Asuka Village, Kashihara City, and Sakurai City in Nara Prefecture, is expected to be registered as a UNESCO World Cultural Heritage site.

This group of ruins, comprised of 19 assets including palace and government office sites, Buddhist temple ruins, and burial mounds, conveys to the present day the process by which ancient Japan formed a centralized state through its interactions with East Asia.

Just as the world began to take notice of Asuka—
For its 43rd edition, Shibuya Web3 University will directly address the theme of "Web3 x Regional Revitalization."

The story takes place in two different regions.

One example is Asuka Village in Nara Prefecture, which, while buzzing with excitement over its World Heritage designation, faces the structural challenge of vacant houses due to the "Asuka Law" that protects its landscape.

Another area that Shibuya Web3 University believes deserves attention now is Jinsekikogen Town in Hiroshima Prefecture, a little-known hub for regional revitalization. The implementation of a "co-creation DAO," where Minato Ward talent and local talent form units to jointly create businesses based on the hidden value of the region, has already begun.

And it is E-Agency Group's FandomTech that translates the challenges of both regions from the perspectives of Web3, DAO, and fandom, and supports them as a business.

A discussion session covering the vision, case studies, and candid opinions.
This is a night where those directly involved in "Web3 x Regional Revitalization" will bring their real-world experiences to Shibuya.

■ Opening Special: Solana Superteam's Hackathon Participation Report

Prior to the main program, Quinn (CEO of 1BITLAB), a member of the Shibuya Web3 University Create course, will deliver a 5-minute special presentation about his experience participating in the Solana Superteam Hackathon. He will share a condensed account of the real challenges born from the Shibuya Web3 University community—not letting learning end as mere learning, but jumping into the forefront of the world and putting it into practice.

This five-minute presentation from a practitioner is a fitting start to the evening's "Web3 x Regional Revitalization" event.

The event kicked off with a keynote speech by Masaki Kai, President and CEO of E-Agency Group Co., Ltd.

Founded in Kyoto in 1995, the company has spent approximately 30 years supporting the growth of businesses through data-driven digital marketing and cloud services, guided by the principle of "applying science to hospitality." More recently, it has focused on exploring AI, Web3, and DAO-type organizations.

Why does the concept of "local community" exist as an extension of that?
Why Asuka Village and Jinseki Kogen Town?
And where did the idea behind the name "Fandom Tech," which means "rethinking a region as a fandom," come from?

This keynote address, which connects the company's history with the origins of the project, will serve as the foundation for everything that happens tonight.

■ From Asuka Village: Asuka Ie Tsugiya, a general incorporated association (Shigeya Nakajima)

Asuka Village has protected its historical landscape throughout the entire village thanks to the "Asuka Law," enacted in 1980. However, these strict rules have also created a downside: an outflow of residents and an increase in vacant houses. Restoring a single old house costs approximately 40 million yen. Despite its strong brand appeal and the increasing number of people wanting to move there, properties do not come onto the market due to the conflict between this demand and the desire of landlords to protect their ancestral lands.

Standing up to address this structural challenge is the general incorporated association "Asuka Ie Tsugisha," led by Shigeaki Nakajima, a local resident. Through trustworthy mediation, they aim to lower the hurdles to utilizing properties and revitalize the entire town, starting with the restoration of old houses.

Asuka Village is facing a historic milestone: its designation as a World Heritage Site. Ms. Nakajima will share her perspective on the organizations working on the ground, in her own words.

■ From Jinsekikogen Town: NPO Tenku Mirai Juku (Tatsuya Nakano)

In Jinsekikogen Town, Hiroshima Prefecture, a concrete implementation called "Minato Ward x Jinsekikogen Town Co-creation DAO" is already underway.

The "Regional Issues Quest," born from interviews with local businesses, features authentic themes that originate from the realities of the region, such as a sake brewery that has been in operation since 1716, a small-scale miso brewery's order processing DX, an experiential program centered on heirloom konjac varieties, and the redesign of the delivery network that supports daily life.

The local organization responsible for this initiative is the NPO Tenku Mirai Juku. Founded by Tatsuya Nakano, who has worked for many years in administrative work and regional revitalization at the town hall, the organization is creating opportunities for interaction through events such as "Sharinmura" and "Tenku Yosakoi," while also working to cultivate future leaders for the region.

Jinsekikogen Town is a little-known hub for regional revitalization activities. We will hear from Mr. Nakano himself about the organizations at the forefront of this movement.

■ Talk Session: Asuka Village's Fandom Concept × Jinsekikogen Town's Co-creation DAO

The main event tonight is a 45-minute talk session.

Ms. Nakajima from Asuka Village, Ms. Nakano from Jinsekikogen Town, and Mr. Kai from E-Agency Group. Members of the Shibuya Web3 University Create course will join these three stakeholders as moderators to draw out the core of the project through dialogue.

What insights can we gain by re-examining a region as a "fandom"?
What does it mean to operate DAO not as a technical term, but as a "mechanism for working together across different positions"?
How do Web3 and blockchain fit into a system that gathers financial and labor support and gives it back to owners and supporters?

This isn't just a pretty story; there are obstacles: funding, people, and systems.
Kai translates and dissects the real challenges facing rural areas from a Web3 perspective, exploring the reasons why these regions are still moving forward despite the challenges.

This is not a session where you will hear pre-prepared answers. This is a session where you will experience the entire process of the future's outline emerging from the dialogue.

Born and raised in Asuka Village, Nara Prefecture, she left the village once before returning home as her daughter grew up. Through encounters with people who had moved to the area, she became aware of Asuka's value and potential from an outsider's perspective, as well as the challenges the region faces. This sparked a desire to share the region's charm and connect it to the future. Currently, she operates a guesthouse utilizing old farmhouses, and is involved in locally rooted tourism, the revitalization of abandoned farmland, and the utilization of vacant houses. While developing mechanisms to connect people from both inside and outside the region, she is challenging herself to create a sustainable community and a brighter future for Asuka.

Tatsuya Nakano
Jinseki-Kogen Town, Jinseki District, Hiroshima Prefecture

Since joining the Jinsekikogen Town Hall in April 1995, she has been involved in administrative work and has dedicated many years to regional revitalization activities. In December 2023, she established the NPO Tenku Mirai Juku, which works to cultivate human resources who will lead the future of the region and promote exchange. In addition to creating vibrancy and attracting visitors to the region through events such as "Sharinmura" and "Tenku Yosakoi," she also focuses on childcare support projects and promotes sustainable town development.

Shibuya Web3 University has entered its fourth year.

From the 0th to the 43rd event, we have held monthly in-person events at WeWork @ SHIBUYA SCRAMBLE SQUARE. What we have always valued is the perspective of "technology for people and society," not "technology for technology's sake."

Our goal is to continue to be a place where practitioners can gather to think together and act together towards the future of society, using the keyword "Web3."

For this 43rd installment, we will explore the essence of "Web3 x Regional Revitalization" through the realities of two regions: Asuka Village, which is celebrating a historic milestone with its World Heritage designation, and Jinsekikogen Town, where the implementation of co-creation is underway.

Going forward, Shibuya Web3 University will continue to move to the next stage together with those who share our vision.
