Urban disaster prevention event "Moshimo FES Shibuya 2025" held at Yoyogi Park - disaster prevention experience that can be enjoyed like an attraction

"What if a big earthquake were to happen in Shibuya today?" Based on this scenario, the urban disaster prevention event "Moshimo FES Shibuya 2025", where visitors can "see, eat, play and learn", will be held for two days on August 30th (Sat) and 31st (Sun), 2025 at the Yoyogi Park Event Square in Tokyo. The event is being hosted by three organizations: Future Design Shibuya, General Incorporated Association, Shibuya Ward Tourism Association, and Kokumin Kyosai Coop (Zenrosai), and co-hosted by Shibuya Ward.
The event will follow the tradition of the Shibuya Ward Comprehensive Disaster Prevention Training (SHIBUYA BOSAI FES), which was held until 2019, and will start in 2022 as a new citizen-participation disaster prevention awareness event. In 2023, 22,105 people attended, and 73 organizations sponsored and cooperated, and it continues to grow as a practical initiative rooted in the community. Although it was canceled in 2024 due to a typhoon, this year the content will be further expanded, conveying the "reality" of disasters and proposing various forms of "preparation" to improve quality of life (QOL).
This year's theme is "How to convey the reality of disasters and improve quality of life during disasters." At the organizer's booth, there will be an experience-based content called "Operation Disaster Prevention Item Utilization," where visitors can learn by actually using items.
What makes the event unique is that, while it has a disaster prevention theme, it can be enjoyed by a wide range of people, from families to young people. The "Survival Area" will feature attractions that mimic the rubble and obstacles that would be encountered if an earthquake were to strike directly beneath the capital. The "Outdoor Area" will introduce new ideas for preparation using outdoor goods, imagining a situation where it would be difficult to live in an evacuation shelter or at home. There will also be a curry cooking experience by the Self-Defense Forces, an earthquake simulator experience by the fire department, and vehicle displays, making this a very popular content for children.
The event is supported by the "What if Project." This initiative was launched in 2021, 10 years after the Great East Japan Earthquake, and aims to widely inform citizens about the need to predict large-scale damage and prepare for disasters. For example, if an earthquake were to occur directly beneath the capital, approximately 5 million people would be unable to return home and approximately 3 million people would be living in evacuation shelters, making raising disaster prevention awareness an important issue that must be addressed urgently. As a first step, this event will provide a place to balance practical disaster preparedness with a fun educational experience, and will feature a wide range of content aimed at a wide range of generations, allowing people to experience the importance of preparing for "what ifs."
